The purpose of this document is to provide a practical guide for identifying incidents, collecting data and supporting the implementation and enforcement of legislation dealing with anti-Semitism. Anti-Semitism is a certain perception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of anti-Semitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities. In addition, such manifestations could also target the state of Israel, conceived as a Jewish collectivity. Antisemitism frequently charges Jews with conspiring to harm humanity, and it is often used to blame Jews for “why things go wrong”. It is expressed in speech, writing, visual forms and action, and employs sinister stereotypes and negative character traits. Contemporary examples of anti-Semitism in public life, the media, schools, the workplace, and in the religious sphere could, taking into account the overall context, include, but are not limited to:

* Calling for, aiding, or justifying the killing or harming of Jews in the name of a radical ideology or an extremist view of religion.

* Making mendacious, dehumanizing, demonizing, or stereotypical allegations about Jews as such or the power of Jews as a collective – such as, especially but not exclusively, the myth about a world Jewish conspiracy or of Jews controlling the media, economy, government or other societal institutions.

* Accusing Jews as a people of being responsible for real or imagined wrongdoing committed by a single Jewish person or group, or even for acts committed by non-Jews.

* Denying the fact, scope, mechanisms (e.g. gas chambers) or intentionality of the genocide of the Jewish people at the hands of National Socialist Germany and its supporters and accomplices during World War II (the Holocaust).

* Accusing the Jews as a people, or Israel as a state, of inventing or exaggerating the Holocaust.

* Accusing Jewish citizens of being more loyal to Israel, or to the alleged priorities of Jews worldwide, than to the interests of their own nations.

* Examples of the ways in which antisemitism manifests itself with regard to the State of Israel taking into account the overall context could include:

* Denying the Jewish people their right to self-determination, e.g. by claiming that the existence of a State of Israel is a racist endeavor.

* Applying double standards by requiring of it a behavior not expected or demanded of any other democratic nation.

* Using the symbols and images associated with classic antisemitism (e.g. claims of Jews killing Jesus or blood libel) to characterize Israel or Israelis.

* Drawing comparisons of contemporary Israeli policy to that of the Nazis.

* Holding Jews collectively responsible for actions of the State of Israel.

However, criticism of Israel similar to that leveled against any other country cannot be regarded as antisemitic. Anti-Semitic acts are criminal when they are so defined by law (for example, denial of the Holocaust or distribution of antisemitic materials in some countries). Criminal acts are antisemitic when the targets of attacks, whether they are people or property – such as buildings, schools, places of worship and cemeteries – are selected because they are, or are perceived to be, Jewish or linked to Jews. Antisemitic discrimination is the denial to Jews of opportunities or services available to others and is illegal in many countries. (Note: ECRI in its General Policy Recommendation No. 9, 25 June 2004, has offered specific recommendation regarding the criminalization of antisemitic acts)

Editorial cartoonists across the Arab and Muslim world have once again turned to using “deeply offensive and hateful caricatures of Israelis and Jews” in their criticism of Israel in the aftermath of the Gaza flotilla affair.

The Anti-Defamation League (ADL), which monitors the Arab press for antisemitism and anti-Israel invective and periodically reports on its findings, has issued a new online compilation that shows how in the days since the Israeli naval operation in the Mediterranean Sea to stop the flotilla from reaching Gaza, editorial cartoonists across the Arab world have turned the incident into a cause c?l?bre, with cartoons punctuated by vicious anti-Israel and anti-Semitic images.

“The hatred for Israel and Jews has been unleashed once again, and some editorial cartoonists in the Arab world are turning the flotilla incident into a cause c?l?bre and an opportunity to attack the Jewish state and people,” said Abraham H. Foxman, ADL National Director. “What we are seeing across the Arab world is an acceptance, even an obsession with deeply offensive and hateful caricatures of Israelis and Jews. The cartoonists are fanning the flames of hatred across the region.”
In the days following the flotilla incident, newspapers across the Arab and Muslim world have featured anti-Israel and anti-Semitic themes by depicting Jews and Israelis as blood-thirsty monsters, or as sharks, octopuses and other marine wildlife swallowing up or crushing the flotilla ships.

Several of the cartoons, which appeared in mainstream newspapers in Egypt, Jordan, Kuwait, Oman, Saudi Arabia and the United Arab Emirates, compared Israelis to Nazis, or suggested that Jews and Israelis manipulate the United States. Others portray Jews as satanic figures or use religious imagery, such as an Israeli soldier stabbing a humanitarian passenger with a menorah.

Syria accused Israel of indoctrinating Israeli children with hatred toward Arabs, telling the UN Human Rights Council the youngsters sing about sucking Arab blood and learn how to sign missiles destined to hit Arabs.

The tirade, delivered by Rania Al Rifaiy, a Syrian diplomat, was part of the country’s appeal at the world body for nations to unite behind a campaign to “put an end to Israeli brutality.”

“Hatred is widespread, taught to even small children, who are taught to use weapons, and who are taught to sign missiles that will be fired at Arabs,” Ms. Rifaiy said, “Let me quote a song that a group of children on a school bus in Israel sing merrily as they go to school: ‘With my teeth, I will rip your flesh with my mouth I will suck your blood.’ ”

The Banning of Al-Aqsa TV in France Based on MEMRI Research

On June 9, 2010, the Conseil Supérieur de l’Audiovisuel (CSA), the French
broadcasting regulator, posted an announcement on its official website about
Hamas’ Al-Aqsa TV, which is broadcast via the Paris-based Eutelsat company.
The announcement stated: “Since this channel [Al-Aqsa] has several times
aired programs in disregard of the ban [i.e. European regulations banning
incitement on television], the CSA has requested that Eutelsat end the
broadcasting of this channel [Al-Aqsa].”[1] Al-Aqsa had been broadcasting in
Europe via Eutelsat in violation of European Union rulings since its January
2006 creation.

Two days previously, on June 7, 2010, French Foreign Ministry spokesman
Bernard Valero said that the French government had received a warning from
the European Commission that Al-Aqsa TV had repeatedly violated European
rules. The EU called on France to take action to block or modify Al-Aqsa
programs in EU member countries due to “incitement to hatred or violence for
reasons of religion or nationality.” The European Commission specifically
asked the French authorities to conform to the regulations of Télévisions
sans frontiers (Television Without Frontiers, TVSF) against the airing of
incitement on television.[2]

Both the European Commission’s summons and the CSA decision are based on the

MEMRI Begins Briefing French Authorities on Al-Aqsa TV in 2008

The process of banning Al-Aqsa TV began in the summer of 2008, with MEMRI
TV’s posting of translating clips from the channel that included incitement.
All subsequent moves to ban the broadcasting of Al-Aqsa TV have been based
on MEMRI research.

September 2008-January 2009
September 2, 2008: An article titled “Al-Aqsa, la chaîne télévisée du Hamas”
(“Al-Aqsa, the Hamas TV channel”), based entirely on MEMRI research and
exposing incitement on Al-Aqsa TV,[3] was posted on a Le Monde blog. MEMRI
forwarded the article to the Representative Council of French Jewish
Institutions (CRIF), with documentation showing that Al-Aqsa TV was being
broadcast by Eutelsat.
January 2009: MEMRI informed CRIF that Al-Aqsa TV was broadcasting through
two satellites, Eurobird 2 and Eurobird 9, both belonging to Eutelsat. MEMRI
provided CRIF with a compilation of Al-Aqsa TV excerpts translated into
French, and links to recent clips from Al-Aqsa TV including incitement,
taken from the MEMRI TV website. CRIF then informed MEMRI that it would send
an official letter to CSA, the French Ministry of Culture, and the French
prime minister.
January 10, 2009: The French mainstream magazine Le Nouvel Observateur
published an article stating that Al-Aqsa TV was being banned in Europe.
Prior to this, Al-Aqsa TV had announced it would begin broadcasting in
Europe through Eutelsat; however, it broadcast for less than 24 hours,
following a CSA warning.[4]

March 2009
CSA alerted Eutelsat about Al-Aqsa TV violations due to content broadcast by
the channel on March 9, 2009, on May 14, 2009, and on May 15, 2009.[5] On

Ban on Al-Aqsa TV Follows European Bans on Other Arab and Iranian TV
Channels – Based on MEMRI Research
Prior to the ban on Al-Aqsa TV, the CSA acted, also based on MEMRI research,
to ban Hizbullah’s Al-Manar TV and Iran’s Sahar TV, in France and across
Europe. The CSA had also issued a warning to the Saudi Iqraa TV channel, in
2006, based on MEMRI research.
At present, MEMRI is working with European partners to ban the Egyptian
Al-Rahma satellite channel. The CSA has already warned Eutelsat about the
incitement being aired by the channel, but Al-Rahma is trying to find ways
to broadcast regardless: Al-Rahma stopped broadcasting on its previous
frequency on Eutelsat’s Atlantic Bird 4A, and began broadcasting on a new
frequency, which is also carried by Eutelsat, and changed the channel’s name
from Al-Rahma to Nas’em Al-Rahma (“Al-Rahma Breezes”).
At a June 2009 lecture by MEMRI President Yigal Carmon to top CSA officials,
the president of CSA international cooperation and broadcasting, Marie-Laure
Denis, thanked MEMRI for providing CSA with such valuable material.
U.S. Sanctions Against Al-Aqsa TV

This week’s French action follows the U.S. Treasury Department’s sanctions
against Al-Aqsa TV and another Hamas-linked organization in Gaza, the
Islamic National Bank (INB), on March 18, 2010. The U.S. actions, taken
pursuant to Executive Order 13224, freeze any assets that Al-Aqsa TV or INB
hold under U.S. jurisdiction and prohibit U.S. persons from engaging in any
transactions with them. The targets of the sanctions include terrorists and
terrorist organizations, among others. The Treasury Department stated that
Al-Aqsa TV is financed and controlled by Hamas, serving as a primary Hamas
media outlet that airs programs “designed to recruit children to become
Hamas armed fighters and suicide bombers upon reaching adulthood.”
